JLG Architects developed a 10-year vision to help the library system prioritize facility modernization and prepare for a capital funding measure, including a facilities condition assessment and comprehensive master plan to define how the library can enhance facilities, hone services, and improve access for all residents.

Library Journal’s 2008 Library of the Year, the Laramie County Library System needed to update facilities to fully support their innovative programs and services. Library leadership needed a data-driven roadmap to prioritize facility investments, demonstrate need for a capital funding measure, and expand services to better serve existing patrons while reaching non-users. The project required conducting rigorous facility assessments across multiple locations, engaging ambitious staff and community leaders, reaching current library users and non-users to understand evolving needs, and forging a united vision that catalyzes future facilities enhancements, efficiencies, programming, staffing, and services.

JLG and LibraryIQ led a comprehensive Library Strategic and Master Planning process with on-site visits to document existing facilities, extensive community engagement, analysis, and aspirational thinking to meet future needs. JLG’s facilitation helped staff and community leaders envision bold possibilities while remaining grounded in realistic implementation strategies. The comprehensive process was completed in fall 2025, providing the county with clear, defensible data to inform future sales tax considerations and giving LCLS leadership a unified roadmap for the next decade of facility improvements, service expansion, and community impact.
